NetZeroCities – bringing the EU Cities Mission to Norway
Cities produce most of Europe's emissions. They are also where the solutions will be developed. The EU Mission for 100 Climate-Neutral and Smart Cities has selected 112 cities to lead the way to climate neutrality by 2030 – among them Stavanger, Oslo and Trondheim.
NetZeroCities is the platform that supports these cities. It offers technical assistance, funding opportunities, peer learning and practical tools, and helps each city develop its Climate City Contract: a binding plan for climate neutrality across all sectors, with investment plans to match.
Nordic Edge works at the intersection of cities and business. Through NetZeroCities we help Norwegian Mission Cities access European expertise, and we open doors for our members: companies with solutions in energy, mobility, buildings and data get a direct line into the cities that need them.

What the project delivers
Climate City Contracts
Each Mission City develops a Climate City Contract – an overall plan for climate neutrality with concrete investment plans. NetZeroCities guides cities through the process.
Tools and expertise
The platform provides the Climate Transition Map, technical assistance, and access to experts across energy, mobility, finance and citizen engagement.
Peer learning across Europe
Cities learn from each other through structured exchange programmes. Norwegian cities gain access to experience from more than a hundred European peers
A meeting place in the Nordics
Nordic Edge Expo has hosted NetZeroCities sessions and workshops, including joint events with EIT Urban Mobility on decarbonising transport in Stavanger, Oslo and Trondheim.
Why it matters
For cities
- A clear, tested path toward climate neutrality by 2030
- Access to European funding, tools and expertise
- A network of 112 cities solving the same problems
For companies
- Direct insight into what Mission Cities need and plan to invest in
- Opportunities for pilots and procurement in Norway and across Europe
- Visibility in Europe's largest urban climate initiative
For the region
- Stavanger's Mission City status strengthens the whole regional innovation ecosystem
- Positions Rogaland as a testbed for climate solutions with export potential
Connected to our other projects
NetZeroCities does not stand alone in our portfolio. Nordic Edge links the platform to related European initiatives we work in, including Future Cities and the New European Bauhaus (via NEB-STAR). Methods and results flow between the projects, so cities and members get more value from each of them.
Looking ahead
The Mission Cities aim for climate neutrality by 2030, with the goal that all European cities can follow by 2050. Nordic Edge will keep connecting Norwegian cities and companies to this work – through our clusters, our projects and Nordic Edge Expo.
